A system with a simple form is required, where customers would submit their requests, see their statuses and the time spent. And, for example, once every two months they could receive a summary plate and an invoice for payment.

There is simply an hourly rate and you need to take it into account, and to make it very simple. In general, the same hairis is not bad, but it seems like there is no entrance for customers and there are problems with freebies.
Look at redmine. I can’t say if these features are coming right away or if you need to install some kind of add-on, I worked with an already configured system as a user. There was an opportunity to drive in hours for tasks, and to make selections like “what did Vasya Pupkin do from January 1 to January 10” (and Vasya could customize the display of his time spent for the week). I'm not sure about exporting to Excel.
