I think a GSM module like tc35i and the like is suitable here.
Of course, I’m not strong in this, but it will be possible to send sms using AT commands, and maybe using some built-in API.
I remember when I made a program for Windows to send sms from the phone, I had to send 250-300 sms, I implemented this business through AT, it was difficult for me to re-create the message, the protocol was very complicated at that time, but I created 1 message manually and simply indicated which one to send from the storage when sending.

Just so that the system works with a minimum number of failures, you need to use paid SMS gateways, in some of them everything is already ready in the admin panel - you can upload a text file with a database of numbers and send it, there is also access via HTTP.
