You can rent a federal number from many SMS gates, usually it costs ~ 1500 rubles. per month, sent SMS to it cost the same as regular SMS actually sent. I use nexmo.com and get a swedish number from them for 0.5 euros per month for the same, shipping from Russia to it costs a little more, but I don't care about that.
