Telegram bot not working, what should I do?

Hello!
Faced a problem. Telegram bot not working I send messages via a request like:
https://api.telegram.org/ TOKEN /[email protected] CHATID &reply_to_message_id=0&text=111222&reply_markup
But no messages are sent.
I am getting such an error.

Unable to access site
Connection reset.
Try
the following: Check your Internet connection.
Check your proxy and firewall settings.
Perform network diagnostics on Windows
ERR_CONNECTION_RESET

I noticed that https://api.telegram.org/ also does not work.
