Tagged file system?

Can anyone recommend a release of a tagged file management system that:
* works on top of an existing fs (for example, ntfs)
* easy to add tags from existing file managers (far, mc, command line)
* tag search
* tag database portability

As far as I know, there are none :-) There are wiki systems for your requirements, for example, evernote

why not use FS with tags?
