System app crashes

Good day to all. Faced such a problem in windows 8 - most system applications do not start from the default launch points. For example, the volume control crashes when you try to open it by clicking on the tray icon. It's the same with many apps from the control panel (if not all). But at the same time, starting them manually from System32 works absolutely fine. The same thing happens with drivers, but at the same time they must also be forced to run from under the administrator. The system is freshly installed, x64. Who can tell?

Freshly installed is good. and updates for the metro and updates to the classic desktop - are all available installed?
Do not forget that now updates must be installed from two places, all of a sudden.
