SVG storytelling?

The case is as follows: in view of the widespread trend of svg animation, reaching futurestates.tv and other absurdities, the question arose - how to organize storytelling, in the manner of a video, in a similar format?
In fact, the usual infographics drawn in vector. Snap.svg gives a lot of possibilities, but I didn't catch how to organize complex animation in the docks. greensock is interesting, but also limited, enliven'em is good and convenient, but doesn't support even the simplest loop animations, doesn't fit either.
How? Are there ready-made methods/tools?
