1. The roles of the initiators who create the texts, as well as the editor-in-chief, readers;
2. Full-featured version control of documents with a visual display of changes;
3. Commenting on articles, adding notes;
4. Cross references between documents;
5. Sufficient text editing options: adding tables, illustrations, heading styles, etc.
6. Export to a format that can be parsed: html, pdf, xml, json.

Just don't know about export.

Maybe try Wordpress - it's multi-user, rollback / view changes, access rights as you need, export to xml
