The keyboard shortcut stops working after a few minutes of operation. Restarting Sublime doesn't help. Only a full reboot of the system, which is slightly inconvenient.
How can the cause be diagnosed?
What can she be? Plugin conflict?

Uninstall Sublime and reinstall it, make a list of plugin names so you don't lose them so you can download them again. Perhaps some plugin gives such inconvenience to that editor. Delete all Sublime data in the registry and reinstall. Should help.

I solved the problem by disabling the use of hotkeys in the "Intel HD Graphics Control Panel".
