Organization of work between a web designer and a front-end developer, suggestions?

In general, the problem is as follows:
1) Department of web designers
2) Department of front-end development
Necessity: Build a structure of the relationship and requirements for web designers to create web projects.
Questions:

  • Tell me who uses what in this relationship (perhaps you use some projects, like Redmine, Jira, Zeplin (not suitable because we use Photoshop, otherwise it would be ideal), etc.) with a focus on designers?
  • What are the requirements for modern template creation (psd, responsive (desktop view, mobile view, etc.))?
  • Requirements for creating icons, images, etc.?
  • Timing requirements?
These questions are of great interest, since the goal is to establish joint work and meet modern requirements.

1) As an option, a common cloud. Each project is a catalog with a clear structure (checklist, sources, technical specifications, etc.). This is how I worked - no worse than any fancy project management system.
2) Full compliance of psd layouts with the requirements of i-love-psd.ru . For grids , susy.oddbird.net is very cool and flexible, but learn it first, there are nuances.
3) Icons and images (.svg, .png, .jpg). Make separate packs. Raster to do with an eye on the retina (x2 to the size). The same applies to the UI elements used in the project - a separate psd with UI.
4) The performer either names the deadline and you believe him, or put a competent art director and front-end developer at the head of the departments (they will control and set deadlines).

Now this is a very topical issue. Soon there will be many products on the market for the well-coordinated work of a designer and layout designer.
The only thing I haven't decided yet is with the map of connections in large projects.
