The last version of sublime text is paid, the penultimate one just sometimes asks to buy it. Linux has nothing to do with it.

ST is and has always been paid. Moreover, they say that the license is bought for the user, and not for the computer or operating system. One user can use it on an unlimited number of devices with any operating system.
