How to build linux-tools?

For a long time already I collect the kernel like this:


CONCURRENCY_LEVEL=`getconf _NPROCESSORS_ONLN` fakeroot make-kpkg --initrd --append-to-version=-haswell kernel_image kernel_headers

And recently I installed TLP, and it is desirable for him to have linux-tools, but not a single goal of make-kpkg builds it for a custom kernel, and since this package depends on the kernel version, what is already in the repository with my kernel does not work.
Is there an easy way to build such a package?

linux-tools not installed at all? There is an option to install a binary kernel and linux-tools, then build a new kernel, then reboot into the new kernel and rebuild linux-tools.
