Sublime text 3: ctrl+up/down not working?

More details: earlier, when the cursor was on a number, when pressing ctrl+up this number increased by 1, when alt+up it increased by 0.1
Now ctrl+up scrolls one line higher, and alt+up does not work at all.
Please tell me how to return the desired function. Thank you.
