Linux, Ctrl+Shift+* shortcuts stopped working. How to fix?

Last night another update came to LTS Lubuntu 16.04.
After the reboot, ALL keyboard shortcuts starting with Ctrl+Shift+...
Ctrl+Shift+Tab- did not switch back through the tabs.
Ctrl+Shift+Left/Right- does not switch highlights the previous/next word.
etc.
At the same time , it Ctrl+Shiftswitches the layout as usual.
And All other combinations Ctrl+Shift+...do not work as if only one control key was pressed. For example:
Ctrl+Shift+Left/Right- works as Ctrl+Left/Rightif the first is pressed Ctrl, and as Shift+Left/Right- if the first is pressed Shif
Unfortunately, 2 hours of Google did not give absolutely no results. It looks like no one has come across this problem before. Tell me, if not a solution, then at least advice in which direction to dig?

Something like there are no such combinations as Ctrl+Shift+.
Did it stop working in some particular application?

The same problem, I’ve been switching the layout for 10 years already, but now you can switch the layout like this, but for example, press ctrl + Shift + ← - it doesn’t select the text ...
Or rather, it selects, but one letter at a time, when it used to select blocks of text.
