Subdomain or folder for google regions?

Good afternoon
I need help!
I'm starting the an.ua project, I can't figure out how to make regions for google.com.ua in folders or on subdomains?
Now the project is running in test mode, google indexes some site:an.ua links and this is what happens:
for example, if you enter the query in the search engine - "Fast Ad Board" ( https://www.google.com.ua/#q= Board+Ads+Fast... ) is the first to give this link to fastov.an.ua, although such a link is also in the index: an.ua/fastov/ and this situation with many requests?
I consulted with many people working in the field of website promotion, opinions were divided 50/50, many say that it used to be important for Google, but now it’s the same, what’s on subdomains, what’s in folders?
Can someone come across this kind of projects, tell me how to properly implement the regions?

Better to do it on subdomains. Subdomain = a separate site for PS. It is more convenient to promote + many options for linking the entire project.

In your case, the domain is very short, so it can be perceived by users as a thematic domain zone. Those. it is much more convenient for the user to enter the address kiev.an.ua than an.ua/kiev. In search algorithms, everything goes to the fact that the more convenient the site and the useful site, the higher it will be. Therefore, you will not lose in your case if you put the cities on subdomains. In this case, it is necessary to exclude duplication of content in folders. That is, there should not be folders with the same content as on the sub-domain, otherwise you will face pessimization in the search results.
Also true is the fact that for PS it will be different sites. And since the site as a whole will be relinked to different cities, then in this way there will be additional weight as an external thematic citation.
Also, google on this topic in its reference documentation makes it clear that it is more loyal to sites that place localized content for different regions on separate regional domains.

Usually they are divided according to the following features:
fastov.an.ua is a separate project that has nothing to do with an.ua, it is simply hosted on this domain,
and an.ua/fastov is a project inside an.ua with which they usually intersect in terms of topics or line of business
