What directories and sites to use, where do they find these sites in general? (Speech about free sites). What criteria to look at?

I run through directories that appear in the TOP for keywords.
The algorithm is as follows:
1 collect all the keys through wordstat.yandex.ru that relate to your business
2 parse the TOP50 or TOP100 results in Yandex and Google for these keys (I use the TopSite program, but you can also use services like https://cli.co/UbEtKsn
3 select from the resulting sites those where you can register.The
