If I understand this topic correctly, a QR code with a logo is a stupid QR code that has a logo blurted out on top.
Due to redundancy and error correction, it remains readable if the logo occupies a relatively small area in the center.
So you take any library for generating QR codes (the first line in Google, for example) and any library for overlaying pictures - and you get the desired result.
