Strongly lags Google Chrome DevTools console at work?

The computer is modern fast, but when I call the Google Dev Tools console (f12) to view CSS elements and work live, for some reason Google Chrome starts to lag unrealistically, the process eats up 25% of the CPU, when introducing some property it can freeze by 3-5 -10 seconds before EACH LETTER. Tried to reset the settings to Default, work in incognito - nothing helps. At what point it started I don’t know, I didn’t notice this before. Tried disabling activity tracking and logging, didn't help either. Tell me how to fight?

1) Deleting the folder C:\Users\user\AppData\Local\Google
2) Prohibition of chrome updates.
