Strategy of work of department on search of clients. Does it make sense?

For 4-5 months of work and zero results of the customer search department (both external and internal markets), an algorithm for the interaction of 3 sales managers and 1 PM was developed (do not ask how 3 sales managers could not find anything in 5 months. or ask =) )

I'm responsible for the development department, which deals mainly with internal projects and support for past ones. Everyone is looking forward to new projects, everyone is at a loss from this approach to management.
As for me, this scheme does not make sense, but I'm just a programmer =(
I would like to hear a general opinion and reasonable criticism.
How do you look for clients with you, for how long and how many people are involved?

In general, one gets the feeling that the compiler of this scheme is very far from direct sales.

Since there is a scheme, then let them take it and analyze at what stage the plug is and why.
From the first thing that comes to mind:
The client does not understand why he needs you.
You have nothing unique to offer.
You are stuck in development far in the past.
Sales are far from the technical part and scare the client with this.
Are you a developer? So go the way of the developer. What do you do when customers don't want to give you orders? Remember, for example, the beginning of the journey: you learn new tools, make test projects, projects for yourself, participate in open-source projects, create your own open-source projects... After that, you become too lazy to clean your mail from offers.
