Strange video card behavior?

Hardware:
XFX RX 570 4gb
i7 920 (I know it's old, but not about that now)
240 gb ssd
2 tb hdd
Essence of the question:
The video card behaves very strangely in games, in CS: GO the video card frequencies jump (500-1300 MHz), because that the game is not demanding. Sometimes they drop so much, somewhere below 400 MHz and the game freezes.

I must say right away that the problem is most likely not in the hardware, because. in GTA V everything is fine

Interestingly, after I removed the FPS limit in CS:GO (costs 75), the freeze became less, but there are still friezes.
My assumption is that in CS:GO the video card "rests" and sometimes reduces the frequencies so much that the game freezes.
How is it fixed?
