Strange cooler overclocking?

After installing a new cooler, problems began:
1. The cooler works strangely (acceleration, stop and overclocking again and so on)
2. Strangely, it sounds like ultra-sound (probably not related to hardware)
What could be the problem?

1. For example, the Hall sensor does not work (it usually hangs on the yellow wire of the fan) and the system thinks that the fan has not started, tries to start it again and again.
2. Try turning off the laptop, but leave the power adapter plugged in. If the squeak does not stop, then the sound source is the power adapter. So chokes or high-frequency transformers squeak in some power supplies, this usually does not affect the operation of iron, it only annoys people.
