Steam launch error under Kubuntu 12.10 x64?

Unable to start steam under Kubuntu 12.10 x64. The following error comes up.
[email protected]:~$ steam
ILocalize::AddFile() failed to load file "public/steambootstrapper_english.txt".
SteamUpdater: Error: Download failed: http error 407
SteamUpdater: Error: Steam needs to be online to update. Please confirm your network connection and try again.
Googling, nothing intelligible did not bring, basically they say to check the connection to the Internet. Thanks in advance.

on the steam forum they write that the problem can be solved by reinstalling steam from here repo.steampowered.com/steam/archive/precise/ from scratch

error 407 is "proxy authentication required".
If you have the Internet through a proxy, you should see if steam can go through a proxy and how. The standard way is the environment variable "http_proxy=http://username:[email protected]:port".
