Startup. Device for people with visual impairments. How to implement?

Greetings.
I'm going to start a startup.
The idea is the following.
Many persons with a visual impairment who are completely blind require an escort. And not necessarily for those who can not navigate on their own. But also, for example, lawyers, lawyers. Which are visited daily by various organizations and courts.
For such people, I came up with a device.
There is a device. Works on the principle of client-server applications.
The design of the device is semi-oval, worn on the head.
Implemented in the device:
4 cameras located on 4 cardinal points - south north west east;
Microphone;
Speakers.
The device is connected to the server via the network.
There is a client program that connects to the same server. The program is available for Windows, IOS, Android.
In the program we get:
Image from 4 cameras, with the ability to expand the image from each camera separately;
Sound from the microphone;
The ability to capture sound from a microphone, for transmission to the speaker of the device.
The bottom line is that the blind can be accompanied remotely in this way.
Technical implementation:
I'm thinking about using Arduino or Raspberry Pi. Rather, I'm thinking about the Raspberry Pi, since a lot of what I need is out of the box.
The only question is how to implement the design of the device. Connect all components into one.
I ask experienced startuppers and programmers for advice on how to implement it, who to hire, is it enough for a junior or do you need someone more serious, how much to invest.

IMHO, without automation, such a design is not very useful.

First, conduct an experiment: remotely lead a blind person with only a smartphone on his chest (the camera shows what is ahead) and headphones. Via Skype, Duo or FaceTime or anything with a video call. Only truly remotely, so that the dispatcher is sitting somewhere far away.

And in general, the transmission of video from four cameras over a cellular network, it seems to me that even with 4g it will be so-so, if it happens at all, in the subway, underground passages, large buildings, communication may generally disappear

While you are thinking of choosing an arduino or a raspberry, other similar ideas are already being implemented and launched.
It makes little difference what you choose, take it for a prototype - it will be faster.
But if you do not have the necessary skills and want to hire someone to do it, then what and how to choose will be decided by the person you find.
You need to hire someone for whom there is enough money - if there is enough for a senior, then a senior, if for a junior, then a junior. Naturally, the result will be different, but this should be taken into account in your strategy for creating a product and entering the market.
PS. the post sounds so that you don’t want to make a startup, but file a device and a couple of applications.
