Peer Review: Would you use a service where you submit a purchase order and stores send you an offer?

The subject is described in the topic. A service where you submit a purchase request, and stores send their offers.
Why:
1) Saving time on search;
2) Saving money by choosing the best offer;
3) There will be no fakap stores: "Oh, but we don't have this, but let's..."

Such projects have a problem, there is even a term for it, - in short: no buyers - no interest for shops, no shops - no interest for buyers. Such startups are bent because of this problem.

I saw an advertisement in the Moscow metro, something similar. A site on which the client places an application for the repair of an apartment / office, and construction companies offer their services and the client chooses what is more profitable for him, having familiarized himself with all the details, portfolios and teams, and so on.
So, in principle, as mentioned above, it's all about the details, but, in my opinion, there is a benefit from such a portal.
