The best free resources for each technology (or startups - I give an idea)?

From time to time, there is a need to get an idea of ​​technology X in an hour, or look deeper in a day.
Usually you have to googling and wading through pretty poor videos, articles and stuff until something better is found.
Is there a resource where for every programming language or framework or something else there is a vote for the best overview video, slides, etc. Or the best book in terms of benefit / number of_pages. Is there such a thing?
