Space Engineers does not see the local server, what could be wrong?

I start Dedicated Server as a steam tool on my PC, open the game Space Engineers. Space Engineers does not see this server as local, although he wrote the IP-shnik in different ways, he opened the ports. With a direct connection, the loading of the world is spinning endlessly, or it says that the server is not responding. Has anyone met this problem? What settings need to be checked?
