SP1 won't install on Windows 7 (Error: 0x800f0826)?

All updates are installed, I tried to run Windows6.1-KB976932-X64.msu from WU, the result is the same: after rebooting, the installation stops at 1% and rollback of changes starts.
Judging by the logs, the system complains about the missing components of the ATI and NVIDIA drivers, but the ATI card is long gone, and everything is fine with the NVIDIA driver.
Can I somehow make the system forget about these files? SFC also swears at them, but can't do anything.
On the technet forums, there was only one “solution” - to completely rearrange the system.

Here is another solution for you if the SP1 update at the very beginning of the update is not downloaded and gives an error.

Download the file corresponding to the system and its bitness. Run and install this update.
After that, SP1 should be installed normally.

I didn't install grub because of it; restored the windows bootloader, installed Sp1, restored grub.
