You need noise-protective headphones, which are used at construction sites.
They are cheap, 300 rubles, which isolate all sounds. They deal with this very well. I think that conversations are in any way quieter than the sounds of a perforator or compressor. :)
And expensive electronic ones that can filter the sound, for example, block the noise from the compressor, but miss the siren's signal of danger. They are much more expensive, from 3,000 rubles.
You can still use simple earplugs, but they are so-so in terms of noise protection.

If you only need to put out conversations, then you probably just need to choose those that completely cover your ears and fit well to your head... + quiet music and most conversations will pass by ...
