Sound libraries, C++?

I have never worked with sound before, so I wonder what are the trends now, what libraries are used by anyone. Platform: Windows 32/64.
What is specifically interesting: telephony programs, codecs, voice recording and transmission, mixing, streaming. Orientation to telephony more. I don't touch Gamedev.
Is DirectSound really being used now? Most SIP Telephony Software - What Do They Use?
XAudio2, what about it?
Working with codecs?
Whatever it is, legs always grow out of DirectX? What other options are there besides him?
Poyuzal DirectSound for recording, but he understands only WAV, and the code is through the roof, well, hell with it, only it worked fine. So it's not outdated?
