Some Facebook users may not see others?

I talked with a person from Germany, suggested adding him to facebook, to which he said that they have some kind of Facebook segment in Germany and like he can’t see us, I can’t see them.
Not strong in social networks and Facebook especially. It's true? Is there any geographic distribution of users? (as I understand it, it's something like Worl of Tanks when we just can't play on European or Chinese servers)
