On networks - Tanenbaum, definitely (Very good theoretical basis).
As for administration, there is much to be said. After all, network administration is the administration of not only network equipment, but also unix systems.
For unix systems:
1) UNIX. System Administrator's Guide. Evy Nemeth
2) Linux. TCP/IP Network Administration Scott Mann
OpenBSD crash course. The theory “throw a puppy into the water - if it gets out - it is worthy” - no one has canceled.
If you are good with English, I would advise you to buy the Cisco CCNA 1 and 2 book on EBay. Inexpensive and good material in a simple presentation.
