You need to add a new article in the admin panel in the articles, in its settings click on "show in the footer". Then go to this page that is displayed in the footer, copy its URL (or by ID) and link to it from the first page where the restriction is!

What are the restrictions?
Read your question before you post it, and think about whether it will be clear at least something to strangers.

If restrictions are introduced by some W3C-type suckers, then you can score on them and put any text.
But if they are serious guys like Roskomnadzor, then you need to get a certificate from the FSB and the FCS.

it is possible and on JS.
two functions will help you with this: substring | length (you can do without)
at least one page for each character
