It will be more than enough to upgrade the video card and add RAM, although with a completely new system the result will, of course, be better, but only if the components are much better. There is no point in changing i5 to i5 or ryzen 2600.

Well, it depends on the budget. A decent gaming computer (without a monitor) now costs the same as in 1996 - a thousand green raccoon skins.
If the budget is modest - throw in the memory and replace the video. They also didn’t say anything about the power supply, which is important - you may need to change it.
If the budget is without problems, change everything, and it is best to invest in a top-end configuration so that it lasts for five to seven years ahead.
