Small Business File Server Configuration

We need a server to store any corporate file with the ability to differentiate access rights, for a maximum of 30 simultaneous connections. There is a case with normal stuffing (3GHz x64 Intel CPU, 2GB RAM), you need to pick up the screws and install the system.
I plan to put 2 terabyte SATA screws in the RAID-1 software, advise what can I take now within 12 kilorubles so that it will be enough for 5 years of stable operation?
Also a question about the system - install Debian with samba or one of these: FreeNAS , OpenMediaVault ? Is it worth putting the system on another separate disk (and is there any sense in SSD in this case) and place only user directories on RAID?

I would recommend FreeNAS. Put it in different small offices. Very comfortable and minimal support.
The selected configuration for 30 users should be enough (I understand that there are gigabit network controllers on the server). I would only add up to 8 or 16 memory (especially since the memory is cheap) and install FreeNAS with ZFS RAID.
FreeNAS itself can be booted from an 8-16GB flash drive, and the disks can be kept exclusively for user data. It makes no sense to keep an SSD for this, since FreeNAS is loaded from a flash drive into memory and does not particularly touch the flash drive itself except for saving the configuration.

Recently I collected a file washer for a company with a staff of 50 people, there was a freebsd server / on a separate small disk, 4 by 2TB in raidz, the ball was connected via iscisi, nfs or samba.
It makes no sense to spend on ssd, the choice of wasps is already something that you know better. If you need an analogue of freenas, then OpenMediaVault installed absolutely nothing a couple of times, people are happy.

What screws are needed? SATA or SAS? If sata - I would take WD Red, if sas - then what fits into your platform according to HCL.
I would put what I know better - what for extra hemorrhoids?
On the file washer, there is no sense in ssd for the system, IMHO
