Slow download speed with Server 2008 from XP, has anyone solved it?

A bunch of references on specialized resources (even native MS), but I can’t find an unambiguous solution. Given: 100Mbps network, Windows Server 2008R2, Windows XP SP3, shared folder on the server, network on an Intel chip.

Problem: when copying a file from the shares on the server to the computer, the download speed is kept within 1.5 MB / s. The problem does not appear if: download in the opposite direction (to the server in a shared folder). Or share a folder on XP and download to it, initiating copying from the server. Either use XP without SP3 or 7.

Tried and ruled out a lot of things. Drivers for network cards were updated, switches were changed, directly connected, network card settings (Offload, Link speed and others) were changed, commands like “netsh interface tcp set global autotuninglevel=restricted” were executed.

I'm sure that the solution is somewhere nearby and is quite banal, but I can't find it. Who solved the problem, help, please.
