Site region works wrong, why?

There is a working site of the client (services), the region of work of the client Moscow and the region.
The question is actually this - there are certain services that generate 80% of the client's profits, respectively, there are pages optimized to the most nowhere - but Yandex stubbornly leads from organic search from anywhere in the regions of the Russian Federation except Moscow !!!! (this has been observed for 2-3 years)
It seems that by indicating the Moscow region to the site (as the fattest) I made the site the maximum sabotage - Yandex does the maximum so that there would be clients only from direct but not from organic, am I right or something wrong?

You are wrong.
Apparently you just have a lot of competitors in Moscow time and few in the regions.
