Is it bad when a page contains links to itself?

Hello.
I came across a blog where when you enter the category of articles, a list of articles is shown, each block of articles has two links: to the category page and to the article page.
Why do we need links to a category if they are on the page of the same category?
From a usability point of view, this makes no sense, such links clutter up the page and are useless for a person.
In terms of SEO?

Then, that they made one template for displaying a list of articles and do not take a steam bath. Probably, there is a general list of articles where there is a sense in deriving a category.
Regarding the reference to oneself, once the sun of Russian design wrote that it was bad and now everyone thinks that it is bad. Why can't they say. SEOs too.
