The task is as follows: There is a real estate company. She wants to create a website or a program (I don’t know what to call it yet) for offline use to present her projects.

And the question is: how to implement all this?
So far, this all looks like a regular site (html), only which is offline. If necessary, it can be downloaded to a tablet (for this, it seems there is this - codiumlabs.com/offline-pages/pro - although I have not tried it myself yet) and use it. Watch through a browser.
But maybe there is a better solution for this? Friends, tell me, who would implement this? What other alternative is there? Thanks in advance!

Well, the most correct thing is to make an offline application.

I believe that there are no problems with the local network. We take and raise the most common web server, we give it access only to the local area. And then we manage as usual, but access through the most common browser.
