Is it worth choosing what to use, hybrid or native applications?

Hello.
We have a task to develop a client mobile application for Android, IPhone. The budget is extremely minimal and so are the deadlines. This is idea testing.
What will be cheaper if you use freelancing: write a hybrid (i.e., browser-like) application or a native application with such application functions:
display the number on the phone keypad (call button, the native dialing opens and the number is already entered there)
get the geo coordinates of the client
send a push notification
share a link to the application (whatsapp, sms, email ...)
and a number of standard components, buttons, data entry, viewing a map with points.
The question of the response from the screen, what would it feel like a native application ..
In general, I tend to a hybrid with a small budget. In fact, the shell for accessing the operating system transmits geo, for example, and the web resource is already working as the main program.
By the way, what is the correct name for such hybrid applications?
And what to choose with such functionality?

a hybrid application is 99.99% cheaper than a native one.
And only for some types of tasks it has a noticeable subsidence in performance.
To test the idea, the most important thing, especially if you also have a web version in the plans, then with a well-written site engine, a hybrid application is a couple of days of work.
