Since when can there be two apps with the same name in the App store?

I’m wildly sorry if I missed something, but…
Today I went to the app store to see where my application is in the category, and suddenly I saw an application with the same name (and, most annoyingly, the same gameplay) in the next position.
I tried to create a dummy in iTunes Connect with the name "Angry Birds" - it doesn't seem to swear.
Since when? And why was there no news from apple about this?
It now turns out that anyone can duplicate any application, and receive part of the profit, because both will come out in the search by name, do I understand correctly? And how now to avoid confusion?

I used the search for the proposed word "Units"
itunes.apple.com/linkmaker/ (of course, choosing the iOS app before this)
