Rules for publishing applications in the AppStore google play, windows store and phonegap?

The essence of the question: will the moderators of these stores let my application created in phonegap. The essence of the application is a simple web browser or web client for the site, that is, the site is located on the server, and the application processes requests from the server (a simple browser) and displays the pages that the user wants to see (the user clicks on the links).

I designed it as an application, for ease of navigation, and the site is a news partal in html? but constantly changing content (i.e. every day, outdated news is removed to replace the new one). I'm thinking of implementing it in such a way that at the start of the application the first page is loaded locally from the device, and on this page there is a choice to go to news viewing or leave the application (viewing news, i.e. load the site), this will help to skip the publication ?
