Is it possible to make one browser on the computer access the Internet only through the USB modem of the phone and the other browser works through a wired connection (content consumption)?

Windows doesn't allow you to switch adapters on a per-application basis. Switching goes only to the entire system at once.
The solution is a local SOCKS5 proxy that can be written into a browser plugin.
