Similar to Flash IDE for Linux?

Are there any swf generators for linux. Those. applications that could create animation (albeit without code inside, albeit not supporting the fla format), which could then be used in conjunction with the console compiler. Not necessarily free. In general, at least something that can replace the Flash IDE.
I know that there is a library in PHP, but is there something desktop?

Looks like this Eclipse plugin does it: FDT . But I haven't tried it myself.
