Silent personal computer?

Hello! There was an interest to assemble a computer from passively cooled components.
Theoretically, this task looks like this:
• We select a motherboard with a certain socket that does not heat up too much.
• With this socket, you need to find (if one exists) a processor that does not require active cooling.
• You also need to pay attention to other places of cooling on the motherboard.
• The video card should not require active cooling.
• The most important thing is the power supply with the same characteristics. Unfortunately, I have not yet come across such a power supply unit during a targeted search (maybe someone knows this is even possible?).
You can exclude the option of completely passive cooling and change these requirements to one cooler in the system, but so that it cools both the CPU and the power supply. That is, the power supply will be rebuilt. Mounting to this power supply must also be considered. Think also what needs to be cooled there?
The question also arises, what characteristics will this computer have, what applications can be run on it? Interesting, in terms of software, more or less modern requirements. This is Microsoft Office. Browsers, no matter how surprised, but some sites do not fully open because of their great functionality.
The second level of my search
Find / make "something" from the following device parts:
- Nettop
- Laptop
- Tablet (on Windows 7/8/10)
- Monoblock
... well, any modifications with the architecture on which Windows works.

Well, my friends, more tips. You can immediately drive me into a dead end (like nobody needs it), but I will say that I am ready for any development options, including financial ones (m.b. to press the current market with new products :)

Completely passive. Possible, why not? Expensive, really in demand is very rare. A couple of good ~500rpm fans take a lot of effort to hear.
The heating of modern motherboards can be neglected. Large size, few heating components. The southbridge does not emit much heat, the power circuits are still limited by the heat sink from the processor, there will not be much heat dissipation there.
Any for which you will find a cooler sufficient in terms of heat dissipation. And the body. The enclosure must not impede the free circulation of air. Top heatsinks can handle even i7.
What for a video card?

But the second question: why limit yourself to ATX? 150W pico-PSU is enough to power the system without a video card behind the eyes. With processors with a modest TDP - and hundreds of watts.
And the third point: if the PSU has a cooler, this does not mean that it rotates. At such an insignificant load, a more weighty list of power supplies operates in passive mode, despite the physical presence of a cooler. List at the same link.
Not completely passive. Hearing a pair of high-quality coolers at 500rpm - you have to be out of town. Far from the city. Cooling the heat of any desktop processor with 1-2 coolers at 500rpm is not a problem.
Noticeably more expensive, but in principle, any config, including those with noticeable overclocking, is to assemble a CBO. (namely, to assemble, factory closed CBOs are garbage)
