Sidebar via fragments or via activities?

There are 2 approaches to organizing the side menu.
1. When the menu screens are set by fragments, and we have 1 global activity in which the fragments change
2. When each menu item has its own activity inherited from the activity that has a side menu.
Which approach do you prefer?

1, unequivocally
2 - it’s completely ugly: the activations open for a long time and visually it’s hard to happen. Didn't see it done
