How to get a link to a txt file using "explorer" and open it on Android?

Such an ass caught me with these files, by God ... There was such a problem that I can’t find such a path for openFileInput() to accept it, but I can’t find an alternative to this method either. Maybe you know a solution (any) of how to find a file using the "explorer", click on it and so that it opens in a conditional textview?
