Should we approve the removal of "unnecessary" packages?

Briefly and to the point: after the update, the operating system offers to remove the packages of one of the kernel versions, as well as "muon" 5c0cdbd626116801314370.png(the search for information about cutting out muon was unsuccessful .. Perhaps my ignorance of "where and how" to search played a role). So, all this causes some caution, since the installed kernel versions 35c0cdb50de804121270625.png - 38, 39, 42 (active), however , only 38 are sent for deletion , plus it is doubtful that muon was so abruptly and mercilessly abandoned. Actually, the question is: is it worth approving such a proposal? Or is there something wrong with the package manager/dependencies?
Operating system: KDE neon 5.14 (based on Ubuntu).

Ubuntu keeps the latest 2 versions of the kernel, headers and modules installed. If there is something very old, then you can manually demolish it by specifying the package name with the version.
It seems that the number of versions is configured somewhere, but you need to google it.
