Should the layout designer implement page language switching?

I'm new to layout and I have a question. I have a layout where there is a language change button. The question is, do I, as a layout designer, need to make only buttons or is this the same switching between languages?

if the site will then land on cms, then most often multilingualism is implemented by a plugin, there are a lot of plugins, everyone has a different language switch. You can’t cover it for everyone, so it’s enough to arrange it as in a layout, it shouldn’t work, anyway, then redo it

If a verst is just a layout and not a final site, then no.
If it was not clearly in the TOR, then no.
If you need to do it, the layout designer still can do 50% of the current.
