Should I write a video player on PhoneGap/HTML5 for cross-platform (android/ios/pc)?

Greetings.
Should I write a video player on PhoneGap/HTML5 for cross-platform (android/ios/pc)?
The crux of the matter, you need to distribute cross-platforms for mobile phones, I never did this.
The essence of the application, just displaying video (mjpeg) from the server.
In the future, downloading videos from a mobile phone.
What's embarrassing?
It's embarrassing that they write about PhoneGap that it's slow.
Will it slow down if showing html5 video in webview?
The additional functionality of the application is minimal, a playlist with previews, and a tab with settings.

Personally, I don't recommend using PhoneGap.
PhoneGap copes well with the task of a mobile application for a small online store, when it is enough to select a category and a product card.
In other cases, you will very soon encounter PhoneGap's limited capabilities and slowdowns.
Now, having a modest experience in developing for iOS, I will recommend everyone to write only native applications.
