How can I upgrade without reinstalling? Something doesn't work in the usual way.

In short: with the work of bitrix sites on apache, everything is more or less in order, I didn’t figure it out for example, how to make changes in php.ini take effect, the systemctl restart httpd command does not help (I found a variant without restarting the entire server by removing and reinstalling php libraries via yum).
But the most important thing is that I have not yet understood how to install pptpd (VPN). Maybe someone in the know? Only not OpenVPN namely normal?
